Philippine Passport "ePASSPORT ADVISORY"

Filipinos residing in South Korea may now apply for the Philippine electronic passports, or e-passports, at the Philippine Embassy in Seoul effective 01 August 2010. The ePassport is a highly secured and enhanced Machine Readable Passport. The ePassport system reduces identity theft by storing the biometrics and signature of the passport holder and recording his thumb marks.


As taking the biometrics of the applicant is an additional requirement, processing will take longer than that of the machine-readable passport. In order to streamline the procedure, the Embassy will adopt the appointment system and courier service.

Schedule an Appointment For Your sPassport Application Starting 15 July

To ensure efficiency and orderly service to the public, only fifty (50) ePassport applications will be entertained per day.


An applicant can get an appointment by calling the APPOINTMENT HOTLINE NUMBER 010-9385-0535 and by giving your full name including middle name, date and place of birth, your old passport number and mobile number in South Korea.


You can also send an email to epassport@philembassy-seoul.com, and type in your full name including middle name, date and place of birth, your old passport number and mobile number in South Korea.


An appointment date will be given to you (starting November 3, 2013 (Sunday), new public hours are Sundays from 9am to 4pm and on Mondays to Thursdays from 9am to 3pm. Release time for passports will start at 12:00pm. Fridays, Saturdays and official holidays are non-working days.). Further, getting an appointment for passport processing is free. Please come exactly at the appointed date and time. Failure to do so will subject the applicant to reapply for a new schedule.


Upon completion of the encoding of the passport application, the forms will be sent to the Department of Foreign Affairs (DFA) in Manila for processing. The new ePasport will then be sent to the Embassy after nine weeks and thereafter mailed to the applicant, if he availed of the courier service.


In case of a lost Passport, the applicant will be required to execute an Affidavit of Loss, for submission to the DFA. After the Department has cleared your application, you can get an appointment for application of an ePassport. Processing of a lost passport will take at least two months from the date of submission of the Affidavit of Loss to the Embassy.


Delivery Service of ePassport


To avoid returning to the Embassy to claim your ePassport, you can avail of the courier service to collect and deliver your passport at your designated address. Only those who can provide a complete return address can avail of the courier service. You will be asked to complete the courier form upon application for ePassport and payment will be collected upon delivery. The consular officer will cancel the old passport and return the same to the applicant .


When Courier Service is not Applicable


If you cannot provide a complete return address and personal contact numbers, you cannot avail of the courier service. Any error or incorrect address would make the applicant liable to the courier company and cause the return of the undelivered ePassport to the Embassy.


If you intend to travel or use your old passport for any other purpose after applying for an ePassport, please inform the consular officer.


When to Claim your ePassport in Person


The ePassport will be released to the applicant or his authorized representative from 1:30 to 4:30pm, Monday to Friday only.


Green Passport Valid until Date of Expiry


If you are a holder of the green (manual) or maroon (machine readable) passport, you can still use your passport for travel abroad until the date of expiry.


The ePassport fee is US$ 60.00 payable in U.S dollar bill(s). You will be required to pay in US currency upon application.

      “Tour interpreter is the only national certified license in the interpretation field, and is administered by the Ministry of Culture Sports and Tourism. An amendment of the tourism law in 2009 requires that all travel agents targeting foreign tourist must have personnel with the tour interpreter license act as the tour guide. The exam is composed of written and oral parts, both of which must be passed, and is administered every half –year. The written exam is multiple choice and its topics include Korean history ,tourism resources explanation, tourism law, and introduction to tourism, In the oral exam, the sense of duty, professional knowledge , behavior and sincerity, and presentation ability are evaluated , A foreign language exam is replaces by certified foreign language test results.

Visa Exempted “B-1”

A person with a diplomatic or official passport of Philippines can visit Korea without a visa and stay for any desired period under the Visa Exemption Agreement between the two countries.
* Those who intend to engage in any type of lucrative activities or employment should obtain an appropriate visa.

 

 

Tourist/ Transit ( General) B-2-1

If you satisfy any of the following conditions, you can travel to or transit through Korea without a visa. You will be able to stay for up to 30 days in Korea.

1) Frequent Visitors: You have entered Korea at least 4 times within the past 2 years, or 10 times in your total travel history. Also, you have never violated Korean laws or overstayed in Korea before.

2) Transit Tourists Travelling to a Third Country
- You transit through Korea on your way to the United States, Canada, Australia, and New Zealand and hold a valid visa (including re-entry permit) issued by the aforementioned countries.
- You transit through Korea on your way to a third country or the country of nationality via direct flight from the United States, Canada, Australia, and New Zealand to Korea after legally staying in these respective countries.

Overseas-bound Filipino workers, specifically those who were hired to work in South Korea under the Employment Permit System (EPS), need not worry sourcing for funds to pay for their long list of pre-departure fees and other mobilization costs, thanks to the Memorandum of Agreement entered into by Landbank of the Philippines and the Department of Labor and Employment - Philippine Overseas Employment Administration (POEA).

The MOA seeks to implement the OFW Pre-Departure Loan (OPL) Facility to provide departing OFWs under the South Korea EPS program financial assistance, specifically in defraying the mobilization costs and in providing their family some amount of money while waiting for their remittances.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said the DOLE-POEA-Landbank tie-up will provide accessible and affordable source of financial assistance comprising of a loan amount of P52,000 which is payable in 12 equal monthly amortization, and with fixed interest rate of 10 percent per annum.

To be qualified for the special loan package, the OFW must be at least 21 years old and enrolled in Landbank banking programs, such as Landbank Auto Save Account and Credit Life Insurance. They must also pay the processing fee, execute the OFW deed of undertaking to pay the loan; and enrol their Landbank account under the mandatory account requirement of HRD Korea in its computerized system for insurance benefits at the end of the worker’s stay in Korea.

“The OFW Pre-Departure Loan is intended to improve the introduction period of EPS workers by at least one week of deployment within three weeks upon receipt of the visa confirmation,” said Baldoz.
The cost of mobilization for selected EPS workers totals to P21,879. This includes payment for mandatory TB test (P1,028); re-medical fee (P1,200); preliminary training (P500); e-Receipt or the Overseas Employment Certificate consisting of POEA processing fee, OWWA contribution, PhilHealth premium, and Pag-IBIG contribution (P5,786); visa fee (P2,250); airfare (P11,000 but would shoot up to P16,000 on peak season); and NBI clearance (P115).

“With this government assistance, we are confident that the strong cooperation we have with the Government of South Korea for the Employment Permit System will continue to be sustained in a very proactive way. This is a mechanism we are putting in place for our OFWs to enjoy the higher quota for the Philippines. This year, the labor quota for the Philippines is 6,800,” the Labor chief said.

Baldoz is optimistic that the OFW beneficiaries of the loan program will be committed in enabling this new OPL program to likewise continue and benefit more OFWs by paying their loan obligations.

“If we are successful in our EPS sector, we see every reason for other OFWs to also get access to this OPL Facility, through the auspices of Landbank,” said Baldoz.

It can be recalled that the Department of Labor and Employment has entered into a Memorandum of Agreement with the Korean Ministry of Employment and Labor (MOEL) for the implementation of the Employment Permit System, which has begun in 2004 at the time when Secretary Baldoz was the POEA Administrator.

This bilateral agreement made the Philippines as one of the original six countries that signed in April 2004 the EPS memorandum of agreement with South Korea’s Ministry of Employment and Labor.

The Korean government adopted the EPS to introduce non-professional foreign workers in its small and medium industries under a transparent and efficient process of selecting, sending, and receiving foreign workers through a government-to-government arrangement.

The EPS, Secretary Baldoz added, has become a global model for ethical, efficient, and transparent recruitment that has benefited South Korea’s SMEs and the Filipino workers as well who have acquired a number of skills and competencies from the global labor market.

The DOLE designated the Philippine Overseas Employment Administration (POEA) as the sending agency while the MOEL designated the Human Resources Development Services (HRD) Korea as the receiving agency.

The EPS has an annual average deployment of about 4,000 workers.

Currently, EPS workers receive a monthly salary equivalent to USD1,200 exclusive of overtime. In 2004, the monthly salary of EPS workers was equivalent to USD500.

Yearly, the Korean Government Council assigns a corresponding labor quota ceiling for each 15 EPS sending countries, which includes the Philippines. The assignment of labor quota is based on certain criteria, such as preference of employers, rate of illegal stay, and period of introduction or process duration on entry of workers to Korea upon confirmation of visa.

Airport Payment Service for Lump Sum Refund of National Pension for Foreigners ( NPS)

Foriegners returning to thier home country can receive lump-sum refund at Incheon Airport

◆  Who can apply?

( PHOTO #1)
● Foreigner who is scheduled to return to his home country though Incheon Airport within 1 month.
 
● Airport payment is possible only if one's ex- employer has reported the resignation to National Pension Service at least ! day before the date of departure.
 
※ If the departure date is on Saturday, Sunday, or public holiday, airport payment is not possible.
In this case, you must use alternative options such as receiving through a domestic or overseas remittance.
※ Airport payment is only applicable if flight departure time is between 11:00 ~ 24:00.
 
◆ How to apply?
● When applying for lump sum refund, select the "Airport Payment".
● Applicants should also declare domestic or overseas bank account to receive wire transfer for additional payment in case payments cannot be made.
 
◆ When to apply?
● Within 1 month before one's scheduled departure for his/ her home country.
 
◆ Where to apply?
● National Pension Service Branch Office ( Counseling Center)

◆ Required Documents
● ID ( Passport, Alien Registration Card), additional bank account ( for domestic or overseas wire transfer), air ticket.
 
◆ How to Receive
#1. Submit Application for Lump Sum Refund, Application for Airport Payment and Proof of Application Receipt to all branch offices of NPS ( Counseling Center )
 
#2. On the day of departure , receive a "Statement of Lump Sum Refund" and Payment Order of Lump Sum Refund" after submitting your Proof of Application Receipt, Passport, and Air Ticket. at the Incheon Airport Counseling Center.
 
#3. Submit the " Payment Order for Lump Sum Refund" along with your passport at the SHINHAN BANK CURRENCY EXCHANGE BOOTH (Locations:1st. floor of the passenger terminal, ear exit 6 of Arrival Hall C ) to receive a receipt of currency exchange.
 
#4. After passing through departure immigration step, collect the exchanged Booth ( Location:3rd floor of the passenger terminal, near Gate 43) after submitting the receipt of currency exchange along with your passport. Office hours:9am~9pm.
